4. Why is it not enough to just format the hard disk?

Formatting does not preclude the ability of restoring data from a previously used hard disk. With formatting, the hard disk may appear empty of any data, but in fact the data is easily recoverable if use is made of the appropriate product. Such products can be found even as freeware on Internet.
